Sometimes you cross your t's, dot your i's, use superglue, tape, staples, comb your hair, and still things go wrong.

In our case, we had a bug that made shipping estimates fail for the UK and a few other countries. The failure prevented order submissions from those countries. Sorry. We did fix the problem though...added extra superglue, tape, and combed our hair twice. Things should be fine now.
